I don't believe that we should make it easier to circumvent environmental and/or species protections. If you want to speed up the process of building houses (an industry which I'm in) then give cities and municipalities the funds required to hire more inspectors, planners and building officials. Any lengthy delays that i've encountered had to do with limited manpower, NOT an environmental study. And while I recognize that not all developments are the same, I think this is just an excuse to gut environmental regulations to save big developers money, nothing more.
