I oppose this proposal. There needs to be oversight on industrial action and strong environmental protection. The registration approach within this proposal will not provide sufficient protection as registrants would be able to begin development after registering and cause lasting environmental harm. Non compliance would not be able to reverse the impact of environmental damage. Reversing environmental damage, if possible, is more time consuming and costly.
