Re: Concerns About Bill 5 – Protect Ontario by Unleashing our Economy Act, 2025

I’m writing to share my concerns about Bill 5. While I understand the need for economic development, this legislation takes an approach that could do real harm to Ontario’s environment, communities, and democratic processes.

One of the most troubling parts of this bill is the proposed repeal of the Endangered Species Act. The replacement law appears much weaker, and I’m worried that it won’t do enough to protect at-risk plants and animals in our province. Once habitats are lost, they’re gone and so are the species that rely on them.

The creation of Special Economic Zones is also worrying. Giving the government the power to override local and provincial rules without public input is a serious step backward for transparency. These zones could lead to decisions being made behind closed doors, without accountability to the communities affected.

I’m also concerned about how this bill affects Indigenous consultation. Projects that move ahead too quickly, without proper engagement, risk violating Indigenous rights and creating long-term conflict. The government has a duty to consult, and that shouldn’t be treated as a box to check.

Finally, giving ministers sweeping powers to approve or cancel projects without notice or compensation undermines fairness. These powers should be clearly defined and subject to checks and balances.

Bill 5 prioritizes speed over thoughtful and inclusive decision-making. Ontario’s economy can grow without weakening the protections that keep our province healthy and fair for everyone.

I respectfully ask the Committee to reconsider this bill and work toward economic policies that don’t come at the expense of the environment, public input, or Indigenous rights.

Sincerely,
J.H.
