No, I do not believe this proposal is adequate to protect species at risk. One of the biggest challenges is this quote: "The government would also have discretion to remove protected species from the list." This government has shown it will bend environmental protections where it is not convenient for political reasons that have nothing to do with the long-term health of the environment.
