I strongly disagree with the notion that developers and contractors can start their work on a site simply be registering and then, after that, sort out how they will protect endangered species in the area of the project. You may as well have no controls at all! The developer with be in that job site and have it completely leveled in a matter of days and there will be no way to protect any creatures of any kind.
It makes absolutely no sense.
