I am writing to express my strong opposition to the proposed interim changes to the Endangered Species Act, 2007, and the introduction of the Species Conservation Act, 2025, as outlined in ERO notice 025-0380.

The proposed shift to a “registration-first” approach for species-related authorizations raises significant concerns. Allowing proponents to commence activities immediately after registration, without prior review or approval, could lead to irreversible harm to species at risk and their habitats. This approach prioritizes expediency over the thorough environmental assessments necessary to ensure the protection of vulnerable species. 

Furthermore, granting the government discretion to add or remove species from the protected list, even when such decisions contradict the assessments of the independent Committee on the Status of Species at Risk in Ontario (COSSARO), undermines the scientific integrity of species protection. Political considerations should not override evidence-based assessments critical to biodiversity conservation.

The proposed redefinition of “habitat” and the removal of protections against “harassment” of species dilute the safeguards currently in place. Such changes could lead to increased disturbances and degradation of essential habitats, further threatening the survival of at-risk species.

While the intent to streamline processes for housing and infrastructure development is understandable, it should not come at the expense of Ontario’s rich biodiversity. Protecting endangered species and their habitats is not only an environmental imperative but also a legal and moral obligation.

I urge the Ministry of the Environment, Conservation and Parks to reconsider these proposed changes and to uphold the robust protections currently provided under the Endangered Species Act, 2007.
