This is a flawed approach. Allowing a company to proceed just by registering provides them too many opportunities to make critical mistakes. Private companies that have no specialized knowledge of the natural environment will be unable to recognize and protect critical environments or endangered species and in fact have a vested interest in not protecting them. This is very much letting the poacher be the game warden.
