I am writing to express my opposition to Bill 5, the "Protect Ontario by Unleashing Our Economy Act, 2025." as a profession in environmental science field. This bill poses a serious threat to Ontario’s biodiversity and essential wildlife habitats by weakening existing environmental protections under the Endangered Species Act (ESA) and replacing them with the less rigorous Species Conservation Act.
Bill 5 narrows the definition of "habitat," which overlooks the protection of critical ecosystems that many species rely on, including the Jefferson salamander and other vulnerable species such as migratory birds. By limiting protection to only the immediate surroundings of nests or dens, the bill ignores the importance of feeding, breeding, and migration areas that are essential for species survival.
Additionally, transferring authority from independent scientific bodies to the provincial Cabinet risks politicizing critical decisions about species protection. Decisions about wildlife conservation must be guided by scientific foundation, not political or economic interests.
The introduction of "Special Economic Zones," which allows developers to bypass environmental regulations, further endangers sensitive habitats, undermines Indigenous rights, and prevents meaningful community consultations.
Bill 5 also replaces the rigorous permitting process with a simple online registration system, significantly reducing oversight of environmentally harmful activities. This lack of transparency and accountability poses unacceptable risks to Ontario’s ecosystems.
I urge the government to revisit Bill 5 and instead prioritize sustainable economic development that respects and protects our natural heritage. Ontario’s biodiversity is not an obstacle to economic growth. It is a fundamental part of our province’s health, resilience, and identity, and is the treasure for many generations beyond.
