It is bordering on ridiculous to not recognize the connectivity of nature that links a given species to multiple habitats and completes their life cycle. The maintenance of species is an ecosystem or habitat level phenomenon and requires legislation that recognizes this. Any other approach is purely political and ignoring a wealth of knowledge. The evidence for this is everywhere in the scientific literature.
