This whole proposed change is blatantly giving the government the final say to the endagered list, with no oversight. Basically, this gives the government over reach above science and indigenous life forms.
This is a step backwards, for all endangered species in the way of any building or infrastructure that the government sees fit to move ahead with and the total control to do away with any life form that gets in their way.
I say "NO!"
