Instead of allowing the development of otherwise green spaces to be done prior to permit approval, why not hire more staff so that permits can be approved with lower service standards thereby allowing the applicant to work sooner while protecting the environment?
Decreasing oversight on development is going to result in damage which cannot be readily repaired. It is inappropriate to expedite development projects when really we should be increasing government capacity for oversight of development projects so as to protect the environment.
The economy depends on things like fresh air, access to green spaces, and the natural environment. Ontario wouldn’t be as lovely if it was covered in concrete - it is lovely exactly because it isn’t covered in concrete. Because urban sprawl is broken up by natural conservation areas. Because people can step outside at night and hear an owl hoot or a coyote howl. These are the things that make Ontario great and destroying that in the name of development is tragic.
We have plenty of land. There’s no need to enable developers to destroy naturalized spaces before it is has been vetted and approved by the appropriate bodies (advisory committees, non-governmental stakeholders, environmental protection specialists).
