I have many concerns about these changes, the first and most important of which is that the definitions are not yet developed and leave it open to interpretation until a future date. As an example, the narrowing of the definition of habitat does not take into account the linkage impacts to the surrounding areas will have. Impacts should be minimized in large areas, not just outside a potential animal den. As we all know, creatures exist in more areas than just the place they sleep in, however that seems to not be addressed.
