These are ineffective protections for wild and endangered species. For the animals especially protecting the den is not helpful unless there is also a safe way for the animal to reach it's den, restricting the protections to just the immediate area is the same as blocking that animal from it's den.
Frankly there's enough development already that people are dealing with in noise and disruption, finishing existing projects should be the focus not overreaching our own resources and invading natural spaces and ruining our best emergency farmland.
