Comments from the Council of the Town of Aylmer:

1. While there is value in population projections developed by the provincial government, we do not believe that accuracy will be improved by discounting alternative methodologies. Consultants often employ data mining and localized analysis—including consideration of pending residential and industrial developments—to produce more nuanced and context-specific estimates that reflect the realities on the ground.

2. We are concerned that relying solely on population projections developed at the upper-tier level may fail to adequately capture the rapid growth occurring in lower-tier, urbanized communities. These localized growth dynamics may be overlooked in broader, regionally focused projections.

3. While inter-municipal cooperation is important, the proposed requirements do not adequately recognize the political dynamics that can influence decision-making between upper- and lower-tier governments. Mandating such cooperation risks introducing delays and creating additional layers of red tape, which could hinder timely growth at the lower-tier level.

4. Although not specific to the proposed update, the Town of Aylmer has general concerns regarding the underreporting of certain population groups. In particular, the Low German-speaking community and individuals experiencing transient housing situations are often underrepresented in traditional data sources, especially in rural areas. These omissions can lead to inaccurate projections and misinformed planning decisions.

5. While we agree that municipalities should regularly update their population projections, there should also be flexibility to undertake more comprehensive studies. These studies should incorporate government projections as one input among others, allowing for a more informed and locally relevant understanding of future growth.
