This will only lead to more congestion, while resulting in more cyclists getting injured or killed. The answer to solving congestion is not to jam more cars into city streets, but to give people options to leave their cars at home, including efficient public transportation and proper cycling infrastructure. I am not against driving - I own a car. But this policy is not evidence-based and won't solve congestion.
