I am of the opinion that the main reason why there exists a variation in the Lot Level Enhanced Development Standards across differing municipalities is that that there is no central document for standards / guidelines for Low Impact Development (LID) sizing standards. There has been a 'Draft' LID design manual by the MECP circulated many years ago, but the 'Draft' status has not yet changed. The 2010 CVC / TRCA Low Impact Development Stormwater Management Planning and Design Guide is often referenced for design details of various LID types, but it does not provide sizing standards. Municipalities are left on their own to compile design standards and determine sites where they are to be implemented.

As a comparison, the March 2003 MECP Stormwater Management and Design Manual is still used today as a backbone reference for many municipality's and conservation authority's development design standards which provides a measure of consistency province wide. An equivalent LID manual has not been released. .
