This bill is a terrible idea and actually counterintuitive. If you want less traffic than you need more biking infrastructure, more and better public transportation so that less people will need the use of cars, hence leading to less cars on the road.

Therefore the reduction of car lanes is necessary and better in the long run. We know this from looking at walkable cities in Europe.
