As a municipal development planning employee, I have extensive experience with the application and administration of site plan control. This tool is a critical mechanism for ensuring that new development functions safely and effectively within the broader urban system, particularly in areas outside the building envelope.
I was a former employee of our municipality's Building Code Services as well. Even when the Building Code governs what happens within a building, municipalities must still regulate how the building interacts with its site and the surrounding public realm.
Why Site Plan Control Is Important
1. Site plan control regulates critical elements not governed by the Building Code, including:
Safe vehicle and pedestrian circulation
Emergency vehicle access and turning radii
Fire routes and hydrant access
Site lighting, visibility, and accessibility (AODA)
These are fundamental to public safety and require site-level review.
2. Ensures Proper Servicing and Infrastructure Protection
It is the primary tool for coordinating:
Stormwater management and drainage
Grading to prevent flooding and property damage
Servicing connections to municipal systems
Protection of utilities and right-of-way infrastructure
Without site plan review, municipalities risk costly long-term failures.
3. Prevents Problems Before Construction
Site plan control allows issues to be identified early, avoiding:
Hazardous driveways and parking layouts
Infrastructure conflicts
Drainage issues between neighbouring properties
Litigation or retrofits after occupancy
This saves both municipalities and builders time and money.
4. Manages Compatibility and Minimizes Conflicts
Site plan review addresses how development interacts with surrounding properties through:
Screening, buffers, and functional landscaping
Waste and loading area placement
Minimizing noise, light, and privacy impacts
These elements ensure development is safe and compatible—not aesthetic add-ons.
Standardizing and clarifying what municipalities may require is helpful, but site plan control itself is indispensable for regulating all aspects of development outside the building envelope. It protects public safety, municipal infrastructure, and the long-term functionality of communities. Any future policy direction should preserve this tool while improving consistency across jurisdictions.
