As a developer, we don't see a citys right to development standards as cost prohibitive or expensive. Development standards need to be streamlined for compliance and we need the construction industry to have lots of time to prepare. But they are not problematic to building in 90% of cases. We also support the green roof part of city of Toronto's tgs and don't see a material cost impact from its inclusion.
