RE: ERO Notice #025-1101 - Consultation on Enhanced Development Standards – Lot Level (outside of buildings)

To Whom It May Concern:

Halton Region staff appreciate the opportunity to review and provide comments related to consultation on the use of enhanced development standard at the lot level, which is currently posted for commenting under ERO Notice #025-1101 (the “Notice”). Regional staff thank the Ministry of Municipal Affairs and Housing (MMAH) for its efforts to streamline and standardize enhanced development standards.

As an upper-tier municipality without planning responsibilities under Bill 185, Halton Region no longer has approval authority over planning matters; however, the Region remains responsible for key regional services and infrastructure (e.g. water and wastewater) that are essential to support and enable local municipal growth.

Regional staff emphasize the importance of consistent application of regulatory changes related to enhanced development standards with a clear provincial guidance to avoid any unintended impacts to the delivery of key regional infrastructure and services. We would welcome further consultation opportunities in the future before implementing any regulatory changes related to the enhanced development standards to ensure the Region can better understand and assess the potential implications.
