I take issue schedule 5 that states:
“A new section sets out situations in which a municipality shall not reduce or permit a reduction in the number of lanes that are available for use by motor vehicles and makes changes to the related regulation-making powers.”

What if the reduction in lanes is for another use that has evidence that it will increase the number or rate of people that can be moved through an area? The number of cars may be reduced but the number of people increased. That is the goal right? What is best for the people? Why strip municipalities from making this decision about the best use of land space to work for moving people?

One might say moving goods is also a goal. And I think it is still possible that giving people more and better options for getting around can help movement of goods by freeing up space on the road. It has been proven time and time again that more lanes does not lessen traffic.
