They have proven untrustworthy and uncompliant with their current regulation are only doing this because they're are grossly over their capacity and just making a mess being forced to do something does that make you a good citizen they will make it larger mess if they're allowed to continue to stockpile for no and parent reason they're only gaming the provincial system
