Comments for establishing new riles of OMB:
1.The cutoff should be the day of the announcement that OMB was changing.
a.As developers and others just flooded the application to OMB without even having complete
reports in their proposals i.e. Gatehollow did not have their MNR report submitter with their application. Key report for their proposals
2.If there is a cutoff later than the announcement than any new applicant to the OMB should be under the new rules especially if they are now resubmitting. It is very clear they are trying to pass the new system and use old rules in benefit to them.
3. if developer than resubmits they should pay for costs incurred since they meant all along to request more time.
