I believe that the Strategic Asset Management Policy of a Municipality should include the occupational health & safety hazards and risks that relate to asset management. In the course of managing municipal assets, there are investments & costs required to maintain conformance to Health & Safety legislation and best practices. After all, the greatest asset for a Municipality is their people. Let's keep them health & safe!
