In my dealings with the public the fill brokers often advise the homeowners that they will provide a limited number of truck loads to their property but in most cases they come in and dump 100's of loads without their knowledge and they have no idea where the fill is coming from. They often provide false soil analysis indicating where the soil is coming from but in most cases the soil is contaminated.
