I think this is a very good idea who's time has come. This will prevent more of these motorcycle riders from riding between stopped and slowed vehicles.
The only problem I see is accidents due to cars crossing into the HOV lanes across the double lines, which I see all the time. Perhaps a solid separator needs to be installed. Perhaps those plastic poles that are used on bike lanes.
