I have strong concerns that the stormwater management pond will be inedequate to handle the surface water runoff from such a large facility, especially from the huge PetCoke storage pile. My understanding is that Ontario requires PetCoke storage to be covered and this should be a requirement of any approval. Since the effluent will eventually be released into the Ottawa River, newly designated as a Heritage River, any additional load of particulate matter from the huge impervious yard of the Colacem operation, as well as any heavy metals from raw materials or corrosive cement products would add to the pollution load of the river. A settling pond/fltration bed would be a better alternative, possibly with filter media to adsorb any heavy metals. Sludge/clogged filter media could probably be disposed of by burning in the kiln at minimal cost. Climate change should be taken into account for the frequency and duration of precipitation events instead of 1980's data. Continuing (including pre-construction) water analysis for heavy metals as well as standard factors in the Charlebois drain or the outflow to the Ottawa should be a requirement of any permit
