The idea of having a qualified Certified Professional perform design review of the plans and documents prepared by Registered Professionals ie Architects - is insane!
This idea smacks of the Bill 124 debacle. Professional Architects with years of education and experience should not need to heed the comments of someone with 12 days of training!
Ditch this ridiculous idea.
Also, wrt digital filing of documents for building permits, another bad idea. Having filed through ePlans in cities like Mississauga and Markham, our architectural firm has first hand experience on just how bad these systems are. They are not more efficient compared to paper filing. These systems add to the cost of projects since architects now must charge clients more in fees where municipalities are using ePlans since they require firms to spend more time in order to follow rigid rules on file naming, file types etc. etc. E-filing of docs also allows municipalities to hide behind the technology rather than work face-to-face with customers seeking permits. Cities also use e-filing as a means to disqualify submissions as being complete for not following the e-filing requirements to the letter - refusing to make any minor adjustments necessary on behalf of the person or firm filing.
The MMAH also needs to issue an updated building code rather than continuously releasing updates to the 2012 version. It is ridiculous that in (almost) 2020, we are still referring to the 2012 version...and it needs to consolidate the barrier free requirements into the new version to include the AODA requirements.
