The difficulties experienced these days due to individuals dictating policy to government organizations is not very efficient. If a dump site passes the requirements laid out by government, then how is the application still denied? "I don't want it near me." shouldn't be enough reason to stop law abiding businesses from operating. You can't please everyone. Who ever is dealing with these "NIMBY's" should have enough confidence and knowledge to address their questions intelligently and factually. If peoples reasons are frivolous, they should be told that and then told to stop talking, before it becomes harassment. If people have legitimate, thoughtful questions or concerns, they should be given legitimate, thoughtful answers. I have been very close to field spreading sites and the problems are mostly in peoples heads. There is no smell a short distance away and even at the site, it only lasts a short time. Three days after dumping, it's difficult to tell there was any. One month, or less even, after dumping and you have a lovely healthy field. Science matters!
