I believe this proposal is a huge step forward and will improve what is currently a somewhat complex and slightly unfair system (some people have waited years with the current lottery system before being selected for a permit or not even getting selected at all). These new changes will be much more inclusive and will allow falconers to release birds at the end of a season if they wish because they can count on being permitted to trap another one for next season! This is the way that falconry has been practiced for thousands of years. Releasing birds back to the wild to breed in the spring and trapping a young bird the next fall season is an important falconry tradition. The addition of goshawks to the list of available species is important and is very welcome. These changes will have absolutely no effect on the wild raptor population and I fully support them.
