Why is the Province encouraging the recycling of single-use plastic items for which there is no market and which the Federal Government has just banned. Many municipalities are also in the process of banning these items in their waste stream because they downgrade existing plastics because of the high contamination rates.

Currently, municipalities pick up garbage, recycling and organics from their customers. Under the new rules, the municipalities will continue to pick up the garbage and organics. Presumably, contractors will pick up the blue bin recycling. This means two sets of service providers which means two sets of billing for residents.

As office towers use more fibre than any other user, will producers of paper, etc., to the IC&I sector not have to comply with the new regulations?

If, for example, Cascades produces paper that ends up in my blue bin, how does Cascades arrange to collect and recycle my paper. And if they don't, what's the outcome?

If all municipalities have to collect the same types of materials, will the Ontario Government pay them to retrofit their sorting equipment to facilitate these new items?

If all municipalities are recycling the same materials, will the Ontario Government guarantee a market for all these new items, i.e., black plastic, plastic film, etc. If not, they'll end up in landfill if there's nobody to sell them to.
