Thank you for your work on revising the blue box program.

I fully support the transition to a producer responsibility model, which seems the best way to ensure that waste is factored into product design from the outset.

However I'm concerned that the current proposal will allow producers to neglect dealing with the more problematic types of waste they produce while still complying with the letter of the law. Detailed materials categories are needed to prevent this situation.

I also believe it will be critical to set up a system that facilitates strong enforcement measures, so that the new regulations have the intended beneficial effect.
