Proposed amendments should incorporate protections to groundwater quantity threats as identified through the Clean Water Act, 2006. In order to incorporate policies from a number of source protection plans, the review of source protection areas for water quantity threats is incorporated into the Ministry’s PTTW review process. Given that EASRs are not prescribed instruments, there would be no ability to manage groundwater quantity threats in the framework as outlined in the discussion paper and further described in the consultation sessions.
