I had the chance to review the propose Blue Box Regulation and Council members were also brief on the Regulation and transition Schedule.
We only have one comment, and it’s about the transition period.
The Township of Russell is part of the United Counties of Prescott and Russell (UCPR) which is formed by eight municipalities including Russell. The seven other municipalities are proposed to be transitioning in 2023, and the Township of Russell in 2025.
The UCPR formed a waste committee to facilitate the communication between the eight municipalities making it easier to share information, update each other with the changes in regulations and try to make our programs more efficient (clause in contract, common contract, etc). We are working toward being more constant to the service being offer the residents of the county.
The Township of Russell feel it’s important that the Blue Box program remain constant throughout the County, therefore one catchment area.

The Township of Russell is asking the Ministry to include the Township Russell in the same catchment area as the rest of Prescott and Russell and transition in 2023 instead of 2025.
