The County of Brant supports the comments submitted by the Association of Municipalities of Ontario (AMO), the City of Toronto, the Regional Public Works Commissioners of Ontario (RPWCO) and the Municipal Waste Association (MWA) regarding ERO 019-2579 described in their joint letter dated November 30, 2020.

In addition to the comments noted above, the County provides the following comments on the Draft Regulation and Transition Schedule;

Comments on Draft Regulation

1. Definition of “Dwelling Unit” should be given in Part 1 – Definitions.
2. Weekly collection should be maintained in areas that currently are provided that service. It follows that the minimum collection frequency should be as is current for each area.
3. Municipalities should be compensated for the transfer of ownership of Blue Boxes previously distributed by the municipality.
4. Part 4, Clause 25 b) should clarify that collection will occur from Public Space Blue Box receptacles. This to ensure there is not an expectation that public space operators need to collect and place materials at a collection point.
5. Part 4, Clause 25 e, (ii) describes receptacles will be placed at entry or exit points, and other areas where persons congregate. Details on who and how “areas where persons congregate” needs to be defined.

Comments on “Blue Box Transition Schedule: Explanatory Note and Blue Box Transition Complementary Document: Map and Geographic Groupings”

1. The document describes “The Ministry will consult on the proposed transition groupings as it works to finalize the regulation, including the best way to determine the specific calendar date for each community’s transition.” We are not aware of this consultation having taken place. We are interested in having meaningful consultation about the matter. Please include Brant County in the consultation process.
2. The current draft Transition Schedule describes the County of Brant Transitioning in 2025. The County of Brant requests the Transition date of November 1, 2024 to coincide with the end of our current recycling contract. This date was previously communicated to AMO in the spring of 2020.
3. How will the County be compensated for additional expenses if it is necessary for the County to provide services to bridge the time gap between the end of its recycling contract and the commencement of the proposed program? Alternatively, will there be considerations to make whole municipalities that incur additional expense compared to others because the program is implemented later in their municipality?
4. Exact transition dates (Day, Month, Year) need to be provided so that municipalities can plan accordingly.
