Re: ERO 019 3292- OPA 5, County of Simcoe
Please do not approve the above proposal by the County of Simcoe.
The County of Simcoe’s Official Plan Amendment 5 (“OPA 5”) aims to amend its Official Plan so waste sites, that do not involve landfilling, are exempt from normal planning rules. This would allow waste sites in Simcoe County to be established without public notice or input, and without the need to obtain an individual official plan amendment.
In addition to the various and serious adverse effects to human health and the environment from operating a waste site, barring public input from discussions about waste activities and site locations only further stalls true waste solutions, which require public understanding and participation for success.
The “OPA5” also takes away the public’s legal right to appeal a proposal to establish waste sites to the Local Planning and Appeal Tribunal. It effectively shuts out public participation in Ontario’s planning process.
Therefore, I urge the Minister of Municipal Affairs and Housing not to adopt this proposal.
