Employment Conversion Request # 31
Request for Employment Conversion due to lands proximity to Vaughan Metropolitan Subway Station and York Region Viva Bus Terminal

National Homes is a prominent residential homebuilder who have constructed over 15,000 homes over the last 30 years across the Greater Toronto Area.

I am writing in my capacity of representative of National Homes to request that the Ministry of Municipal Affairs considers an amendment to York Region Official Plan to permit an employment conversion request on 291 Edgeley Boulevard, City of Vaughan.

Please find attached letter addressed to Council of the Regional Municipality of York, dated October 15, 2020 which outlined our request in detail to York Region.

We are requesting this Employment Conversion to permit mixed used development within an area that will maintain and create new jobs for the City of Vaughan, York Region and the Province.

The main rational for this request is the following:

-Lands are within a Major Transit Station Area (within 800 metres of Vaughan Metropolitan Subway Station and York Region Viva Bus Terminal which are both higher order transit, and would permit these lands to be better utilized with a mixture of employment and residential uses to capitalize on this infrastructure investment

-Permit transition from 50 storey residential towers to the north and single storey light industrial and office uses to the north

-A mix of uses in the area would be more compatible with the existing land uses in the area which are not heavy industrial uses, condo offices and light industrial

-Vaughan Council supported the conversion of lands north of Portage Parkway (Conversion Request #24 in letter attached), which only considered conversion of the first row of properties on the north side of Portage Parkway. This limited consideration would provide only a limited ability for the City to comprehensively master plan the area north of Portage Parkway when undertaking the Vaughan Metropolitan Centre Secondary Plan review. Allowing for the conversion of additional lands north of Portage Parkway within and slightly beyond 800m of the MTSA, including 291 Edgely Boulevard would provide more flexibility for a more comprehensive and complete planning framework at the north edge of the Vaughan Metropolitan Centre.
