I agree the program needs to change and is purely a money grab.

I personally had to get 4 cars tested which were still under warranty and receiving their regular maintenance due to the frequency of the test.

Needless to say the cars never came close to the legislated limits

My proposal would be that any owner that can show proper maintenance for their cars with a car less that 10 years old should be exempt from the testing. New cars are just too efficient to be concern about high emission.
