The Drive Clean program should be re-designed not to exclude cars totally. We should require emissions tests every few years to ensure that harmful emissions are not being deposited into the air we breathe. The intention to only focus on trucks and logistics is being naive as the number of passenger vehicles outweigh the total number of operating trucks and trailers.
Cars must be tested for emissions as there are a lot of underground operations to pass emissions of dangerous old vehicles that are contributing to the pollution issue.
