We would still need roadside observation for passenger cars. Advertise a snitch line to call about violators. Many times I have followed a vehicle that clearly has no functioning converter. Monitor car shows, race tracks etc for street cars showing up . and have good fines for people that had obviously tampered with emission. to deter people from removing, altering emission controls. Currently I suspect people make their vehicle right for a drive clean test, then alter it after the pass.
