Bill 23, while unpopular with some contains the generational change required to un-due the years and years of municipal delay and increased costs that have largely been the driver of unaffordable housing...fifteen years ago a proponent know what was required and was advised what needed to be done to build a house, sever a lot, develop a subdivision - at that time it was a fairly straightforward process...but here we are after layer, after layer, after layer of additional municipal, regional and NPCA requirements have been put into place it is unfathomable how long the process has been drawn out to...here in Fort Erie if you want a severance the Town planners will tell you one to two years, meanwhile the Ministry of Housing suggests a six month period..it seems that the attitude and the culture of municipal and regional employees is one that creates obstacles not solutions..there is no collaborative approach and there is no pride in being efficient and effective and helping the public/developers reach the end goal of providing much needed housing....and if these business conditions are not hard enough to navigate and develop efficiently the Mayor of Fort Erie - who is strongly opposed to Bill 23 stated that this bill only benefits "greedy developers"...
