Requesting a modification to Toronto OPA 591 to delete Site and Area Specific Policy 790, and to include those lands within Site and Area Specific Policy 797. The effect of the requested modification would be to ensure that the subject lands would be designated for mixed use, rather than regeneration area. This will eliminate the requirement for a lengthy secondary plan process, for an area of land that is too small to justify a secondary plan process on its own - especially since most of the detailed study contemplated has already been undertaken. Toronto Council has accepted the principle that these lands should be converted.
The requested modification would accelerate the delivery of a proposed 2,345 units of housing in the Scarborough GO Station Major Transit Station Area.
It will also speed the delivery of a parkland trail connection linking the GO Station to the residential area to the east, making it easier, faster and safer for residents to walk or cycle to the GO Station.
The requested modification would mirror the decision taken by City Council when it modified OPA 591 at its adoption to create Site and Area Specific Policy 797, and the mixed use designation, replacing the need for a regeneration area and secondary plan on the neighbouring lands.
A submission from Aird & Berlis, and a Planning Report from Bousfields are attached in support of the requested modification.
