Based on the recent heavy rains (April 1-April 3) and pooling of water in fields, on the accumulation of water, it is quite concerning to “open dump” waste that will potentially leech into waterways and ground water. Not only will that waste not be localized to that dumping sight, movement of this waste should be considered possible, probable, and potentially immenent with the movement of natural elements, but with animal movement fostering the spread of waste material.
