The term 'employment' in the policy document should be replaced with industrial. It is clear from the definition in the document that employment means industrial. The term 'employment' is vague and ambiguous. It is not well understood by municipal staff and managers or the public. Effective communication requires clarity. Employment policies are clearly industrial policies so call them that.
