Spreading untreated sewage…

Spreading untreated sewage seems like a terrible idea. What regard is paid to the water table, wildlife in the area, and adjacent neighbours? I think the operator could choose to pay the cost to dispose of
sewage in a treatment facility. I'm sure that would incur costs, but there are costs inherent to any business, that he could choose to pass on to his customers.
