The practice of training dogs by providing animals trapped for the purpose of using them for live bait is absolutely inhumane by any standards. The fact that there is no possibility of escape from the training area makes this proposal even more brutal and barbaric. The twenty-four existing training venues should be closed and no new ones should be allowed.
