"U.Lucchetta Construction Limited is working to identify ways to provide an overall benefit to American Chestnut. These may involve: planting, monitoring and tending to five American Chestnut seedlings;
supporting research that will contribute to the genetic conservation and recovery of American Chestnuts in Ontario, specifically those that demonstrate a tolerance to Chestnut Blight."

This is not a plan. Saying that they are "working to identify ways" to provide an overall benefit does not provide enough detail to evaluate whether or not this project will indeed provide an overall benefit. Furthermore, no evidence is provided to support the notion that the potential activities they suggest (planting saplings, contributing to research) will be effective in providing an overall benefit.

What is the survival rate for American Chestnut seedlings? How susceptible are younger trees to Blight as compared to adult trees? These questions are unanswered.

Additionally, the fact that these American Chestnut trees are still living might be a sign that one or all of them are blight resistant, which the replacement seedlings may not be.

Overall, these actions are incomplete, vague, and do not support the idea that there will be an overall benefit to this species as a result of the project. The permit should not be approved.
