This submission is made on behalf of 11535455 Canada Inc. (Roniso Corporation, or “Roniso”), the owner of lands municipally known as 2270 Morningside Avenue in the City of Toronto, located
at the northwest corner of the intersection of Morningside Avenue and Finch Avenue East
(the “Lands”).
Through City of Toronto Official Plan Amendment No. 653 (“OPA 653”), a portion of the
Lands, adjacent to Finch Avenue East, were removed from the Employment Areas on
Map 2 – Urban Structure of the City’s Official Plan and redesignated from General
Employment Areas to Mixed Use Areas on Map 22 – Land Use Plan. Roniso supports
these mapping changes, but requests that the entirety of the Lands be removed from the
Employment Areas on Map 2 and redesignated to Mixed Use Areas on Map 22.
OPA 653 also establishes Site and Area Specific Policy No. 852 (“SASP 852”), which
divides the Lands into Areas “A” and “B” and sets out a series of policies intended to guide
future development of the Lands. However, Roniso is concerned that SASP 852, as
adopted, limits residential uses to Area “A” only and includes other policies that will hinder
the development of the entirety of the Lands for a comprehensive mixed-use development
that could otherwise deliver a substantial number of new housing units and a significant
number of jobs to this site.
Accordingly, we request that the Minister modify OPA 653 and SASP 852 as set out in the
submission letter and its attachments.
