An amended ECA was issued to Pridham's Village Ltd., as general partner for and on behalf of Westcan Pridham's Limited Partnership, for approval of the establishment, usage and operation of non-municipal works for the treatment of sanitary sewage and disposal of treated effluent to the Nottawasaga River and for the treatment of sanitary sewage and subsurface disposal of treated effluent, from the existing Villages Adjala Park (former Pridham's Park) located at 3774 Concession Road 5, Loretto, Township of Adjala-Tosorontio, County of Simcoe.

The Villages Adjala Park (former Pridham's Park) is the existing wilderness seasonally (from April 1st to October 31st) operated park and consists of:

  • the existing 471 seasonally operated trailer units with proposed individual services
  • one existing comfort station/food services (156-seat restaurant/bar) building (known as The Barn)
  • one new laundry building housing four machines
  • one new community centre and common building
  • one new discovery building
  • one new quonset maintenance building
  • one new pool change building/washrooms/40-seat cafe building
  • one new renovated washroom building
  • one existing convenience store/two-bedroom park manager apartment/expanded office building
  • one three-bedroom owner's residence building

The approved Villages Adjala Park Wastewater Treatment Plant (WWTP) was designed for the maximum daily flow of 226,000 litres/day and will consist of:

  • one flow equalization tank
  • one Aslan double train sequencing batch reactor (SBR) package treatment plant having a rated treatment capacity of 226,000 litres/day, consisting of two SBR tanks, installed in parallel
  • two duty/backup air blowers located in the Blowers and Tertiary Treatment Building
  • one post equalization/pump tank
  • one 205 L alum tank and four alum dosing pumps
  • three NextSand pressure filters
  • one ultrafiltration (UF) system, consisting of four Toray HFUG-2020AN membranes with an automatic continuous back-pulse system, complete with a magnetic flow meter installed on the discharge pipe
  • one 750 L permeate storage tank providing permeate water for backwash and rinse water of the NextSand filters and back-pulsing of the UF membranes
  • three Ultraviolet (UV) disinfection systems, installed in parallel
  • one sludge holding tank
  • final effluent disposal facilities

The approved works for the treatment of sanitary sewage and subsurface disposal of treated effluent from one existing convenience store/two-bedroom park manager apartment/expanded office building were designed for the maximum daily flow of 1,455 litres/day and will consist of:

  • one two-compartment septic tank
  • one one-compartment pump chamber
  • one in-ground absorption trench leaching bed

Start the process to appeal

If you’re an Ontario resident, you can start the process to appeal this instrument decision.

First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.

If the appellate body grants leave, the appeal itself will follow.

Seek leave to appeal

To seek leave to appeal, you need to do these three things:

  1. prepare your application
  2. provide notice to the minister
  3. mail your application to three parties

1. Prepare your application

You’ll need to prepare an application. You may wish to include the following things in your application:

  1. A document that includes:
    • your name, phone number, fax number (if any), and/or email address
    • the ERO number and ministry reference number (located on this page)
    • a statement about whether you are a resident in Ontario
    • your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
    • the parts of the instrument that you’re challenging
    • whether the decision could result in significant harm to the environment
    • the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
    • the grounds (facts) you’ll be using to appeal
    • the outcome you’d like to see
  2. A copy of the instrument (approval, permit, order) that you you are seeking leave to appeal. You’ll find this in the decision notice on the Environmental Registry
  3. Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered

The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

  1. is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
  2. could the decision you wish to appeal result in significant harm to the environment?

2. Provide your notice

You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.

In your notice, please include a brief description of the:

  • decision that you wish to appeal
  • grounds for granting leave to appeal

3. Mail your application

This proposal is to amend the existing Environmental Compliance Approval No. 9773-AS3S9M, issued for the approval of sewage works at 3774 Concession 5, Loretto, Ontario, which will include the removal of 471 existing holding tanks, and the installation of replacement sewage works for a seasonal trailer park having:

  • 471 serviced sites
  • a year-round manager’s facility

The sewage works that were previously approved are:

  • subsurface disposal facility to service park owner’s residence with a rated capacity of 3,600 litres per day
  • subsurface disposal facility to service comfort station/restaurant with a rated capacity of 6,000 litres per day
  • 471 individual holding tanks and subsurface disposal facility, with a rated capacity of 25,500 litres per day, to service seasonally operated wilderness park (unserviced sites)

The proposed amendments are for the:

  • removal of 471 individual in-ground and above ground holding tanks, and subsurface disposal facilities servicing comfort station/restaurant and wilderness park
  • replacement sewage treatment works, with a rated capacity of 226,000 litres per day, to service seasonally operated trailer park with 471 fully serviced sites, consisting of a triple train extended aeration sequencing batch reactor (SBR) sewage treatment system with denitrification and phosphorus removal, for the treatment and direct discharge of treated effluent to the Nottawasaga River
