A 2-hectare Waste Disposal Site (transfer/processing) to receive, temporarily store and process up-to a maximum of:

Transfer/Processing Facility:

  • 1,000 tonnes per day of solid non-hazardous waste for final disposal
  • 650 tonnes per day of leaf and yard waste and single category (clean load) recyclable waste
  • 1,300 tonnes per day of single source (mixed) recyclable waste
  • COReR Organics Processing Facility
  • 400 tonnes per day of solid food waste (solid organic waste)
  • 50,000 litres per day of liquid organic waste (complementary organic liquids waste); and
  • with all organic waste derived from plants or animals, listed in condition 3.1(2) of this approval, from residential (domestic), industrial, commercial and institutional sources and all readily biodegradable

The Waste Disposal Site comprises the following:

  • receipt
  • storage, and
  • processing areas

Transfer/Processing building comprising the following:

  • existing processes, working and storage areas and equipment:
    • single stream (mixed) recyclable waste receipt and temporary storage area
    • leaf and yard waste receipt and temporary storage area
    • single stream (mixed) recyclable waste processing area with processing limited to mechanical sorting and baling or compaction into a trailer) area
    • woodwaste receipt, temporary storage and processing (chipping) area
    • solid non-hazardous waste destined for final disposal receipt and temporary storage area and loading area
    • single category (clean load) recyclable waste receipt, temporary storage and baling or compaction into a trailer area
    • bales temporary storage area
    • residual waste storage area
    • loading dock area; and
    • new processes, working and storage areas and equipment

COReR organics processing facility, including:

  • solid organic waste tipping floor
  • one waste feed hopper
  • two bio-separators
  • one residue press
  • one complementary organic liquids tank, and
  • three Engineered Bioslurry Product tanks and bin and tote washing and storage area

The following outdoor processes, working and storage areas and equipment:

  • two weigh scales
  • clean bins storage area
  • loading area; and
  • public drop bin for solid non-hazardous waste and mixed recyclable waste

The site is approved to receive, manage and ship waste from the site, 24 hours per day, seven days per week, subject to the following limitations:

  • the owner shall receive the incoming waste at the site, and ship the waste, including the processed waste from the site as follows:
    • 90% of the overall truck traffic between the hours of 5:00 a.m. and 9:00 p.m. Monday through Sunday; and
    • 10% of the overall of truck traffic between the hours of 11:00 p.m. and 7:00 a.m. Monday through Sunday

A minimum of three months prior to the first receipt of the Organic Waste at the site, the owner shall develop and start using an electronic tracking system to confirm compliance with the truck traffic restrictions and the owner shall ensure that the operating hours of the site comply with all applicable municipal by-laws or other municipal restrictions.

Effets de la consultation

The Ministry received 17 comments through neighbour notification public consultation process. The received in-scope comments included the following concerns: general impacts and pollution, odours, noise, rats and rodents, spills, litter and impacts from loose paneling in building's walls and the open doors.

The concerns were addressed as follows:

General impacts and pollution: the emissions from the facility have been considered by the air reviewer for this proposal and appropriate conditions have been included in the air/noise ECA. The organics processing area will be equipped with the ventilation system that will maintain negative pressure in the area and the emissions will be directed to the air pollution control equipment.

Odours: the design of the organics processing area includes the ventilation system and the air pollution control equipment. The system design and its operational requirements have been considered by the air reviewer for this proposal and appropriate conditions have been included in the air/noise ECA and in the Waste Disposal Site ECA.

Noise: noise emissions and any applicable mitigation measures have been considered by the noise reviewer for this proposal and applicable conditions have been included in the air/noise ECA.

Rats and rodents: the Waste Disposal Site ECA includes conditions that require daily inspections to be carried out at the site for checking for presence of rodents and and if needed, implement the necessary control measures. If that is ineffective, the owner is required to hire a qualified, licensed professional to deal with the rodents.

Spills on the site: the liquid waste received, processed and stored at the site will be located inside the building limiting the risk of spills outdoors. Furthermore, the Waste Disposal Site ECA requires spill containment around the storage tanks within the building and preparation for handling of spills at the site.

Loose paneling in building's walls: the air/noise ECA requires negative pressure in the organics processing areas, therefore to prevent odourous air leaking from the building, the owner is required to do building leak testing and fix the leak locations before the organic waste can be received at the site.

Litter: the Waste Disposal Site ECA includes condition 9.3(1) that requires the owner to pick up the litter at the site, as required, to prevent it's escape from the site.

Open doors: the air/noise ECA that focuses on odour controls includes condition 2.2.g to require all doors in the fully enclosed process building to be kept closed at all times, except during shipping and/or receiving, and for operational/maintenance purposes, and doors to be monitored with a timer that is logged.

What is considered

The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

  2. could the decision you wish to appeal result in significant harm to the environment?

This proposal is to amend ECA No. A210328 (waste disposal site) to include waste management core organics processing operations at the New Toronto facility (located at 260 New Toronto Street) with the addition of solid-non-hazardous waste streams for fats, oils, greases (FOG), complimentary liquids, packaged food waste and source-separated organics.

The processed core product will be received by a ministry approved facility for re-use.

The maximum amount of processed/unprocessed and residual material to be stored on-site at any one time shall not exceed:

  • 5,500 tonnes (waste, recyclables, source-separated organics, soil)
  • 1,570,000 litres (liquid waste, sludges and organics)

The hours of operation are 24 hours per day, seven days per week.

The facility serves the Province of Ontario.
